Bring a large pot of water to a boil. Add the 1 tbsp salt, then the pasta, and cook until just shy of al dente, about 1 minute less than the package says. Before draining, scoop out 1 cup of the pasta water and set it aside.

While the pasta cooks, heat the olive oil in a large skillet over medium heat. Add the garlic and cook, stirring, until fragrant and pale gold, about 1 minute. Don't let it brown.
