    Make the slaw first so it has time to soften: in a large bowl, whisk together the cider vinegar, olive oil, sugar, salt and pepper. Add the cabbage, carrots and scallions and toss well to coat. Set aside at room temperature, tossing once or twice while you cook the beef.

    Heat the vegetable oil in a large skillet over medium heat. Add the onion and bell pepper and cook, stirring now and then, until softened, about 5 minutes. Stir in the garlic and cook 30 seconds more.

    Lower the heat to medium-low and simmer uncovered, stirring occasionally, until the sauce is thick and glossy and holds its shape on a spoon, 12 to 15 minutes. Taste and add more salt, vinegar or brown sugar as you like.

    While the beef simmers, butter the cut sides of the buns, lay them buttered side up on a baking sheet and broil 1 to 2 minutes, watching closely, until golden. (A skillet or toaster works too.)
