    In a small bowl, whisk together the olive oil, lime juice, chili powder, cumin, smoked paprika, garlic powder, salt and pepper. Pour about two-thirds of it into a large zip-top bag or dish with the flank steak, turn to coat, and set aside. Reserve the rest for the vegetables.
