    Pat the beef dry and toss it with the salt. Heat the oil in a large Dutch oven or heavy pot over medium-high heat until it shimmers. Brown the beef in two batches, about 4 minutes per batch, turning once, then move it to a plate. Don't crowd the pot.

Bring to a gentle simmer, cover, and cook until the beef is nearly tender, about 1 hour 15 minutes. Stir every 20 minutes or so and keep the heat low enough that it barely bubbles.

    Add the potatoes, shallots and peanuts. Cover and simmer until the potatoes are tender and the beef pulls apart easily with a fork, 30 to 35 minutes more.

    Stir in the tamarind concentrate, fish sauce and sugar. Simmer uncovered for 5 minutes to thicken slightly, then taste: it should be rich, a little sweet, salty and tangy. Add more fish sauce, sugar or tamarind a teaspoon at a time until it tastes balanced. Fish out the cinnamon stick, star anise and bay leaves.
