    Make the brine: in a large pot, combine 1 quart of the water with the salt, brown sugar, bay leaves, peppercorns and garlic. Bring to a simmer over medium heat, stirring until the salt and sugar dissolve, about 3 minutes. Turn off the heat and stir in the remaining 3 quarts cold water. Let it cool to room temperature.
