    Set the pressure cooker to sauté or medium heat and warm the olive oil. Add the chopped yellow onion and green bell pepper and cook, stirring now and then, until softened, about 6 minutes.

    While the beans cook, make the rice: combine the rinsed rice, water, salt and olive oil in a saucepan. Bring to a boil, then cover, lower the heat to the lowest setting and cook 15 minutes. Turn off the heat and let it sit, covered, 10 minutes, then fluff with a fork.

The beans should be tender and saucy; if they are soupy, simmer uncovered a few minutes. Taste and add salt.
