    Pat the chicken dry and season all over with salt and pepper. Let it sit at room temperature while you start the chiles.

    While the chicken simmers, make the rice: combine the rinsed rice, water, butter and salt in a saucepan. Bring to a boil, then cover, lower the heat to the lowest setting and cook 15 minutes. Take off the heat and let stand, covered, 10 minutes, then fluff with a fork.
